yeah lets move it to tools/ (I'll do that once review is done as it might mess
up the PR)
bq. Something like version "0" was the first version (pre-4.0)
Since full querylogging has not been shipped in a released version, maybe we
can punt the versioning until after that? Ie, whatever we release in 4.0 is
version 0, then we add versioning later?
