we don't, I removed it

Yeah I dislike that too, I'll think about how to refactor it once both this and
CASSANDRA-14619 are complete. Added comments for now
I'll hold off committing this until CASSANDRA-14671 + CASSANDRA-14664 +
CASSANDRA-14675 are in as we will need to use those features
