I sent a patch switching from notification to nodetool. I plan to run this in
a loop tonight with lower resources.
One thing that this doesn't fix is that, if the NOTIFICATION notification gets
dropped then this will still be flakey. Unless we move the message to the
success message (I am a fan of this), then not sure how to solve.
