bq.  the dtests created here under the 40_Quality_Test epic are only for 4.0

I don't think there's anything stopping us from back-porting new tests and 
further reducing the number of Python dtests we have to run, but it's also not 
strictly the goal of what we're doing here. I'd keep things a simple as 
possible, and making sure we have a fix in 3.11 and the smaller accompanying 
test sounds reasonable.
