?? After CASSANDRA-16063, shouldn't it refuse to start if there are old 
sstables??

CASSANDRA-16063 - this is a refuse to start drop compact storage in case the 
sstables on the node we run it were not upgraded. It does not guarantee 
cluster-wise. That was differed to this ticket.
