Thanks [~brandon.williams], I will leave the current patch as is and leave to 
you to fix the 4.0 padding in CASSANDRA-16484. 
Also, the issue with the tests is not an issue, we can't execute ALTER table on 
a mixed cluster of 3 and 4 nodes. I guess I got confused after the timeout last 
night. 
I will revise the tests and run last CI for final +1. I see our CI is back to 
normal, the latest issues were fixed
