I think you meant CASSANDRA-16484, I just rebased and fixed that conflict.
Also, I found a small bug in 4.0 patch and fixed the check

to the Apache repo and revert the changes in the CircleCI config file.
The order of commits should be - first the python DTests and then the Cassandra
patches.
