+1, though I'll note the addition of getApplicationState to the Gossiper has
been handled by a subsequent call from getEndpointState historically, but I'm
not against the addition of the method here since there is no need to
distinguish between not knowing the endpoint and it not having a given state.
In fact, I hope we use it more going forward.
