[~mck] [~aholmber] [~samt] would you mind reviewing? In environments where
GitHub.com is accessible some places rely in git replication, and some
companies may enable GitHub two-factor auth which blocks the raw API from
working in CI.
This patch moves away from pulling the python driver from the GitHub raw api
and instead pulls from pip
