Ok, INFRA-22366 was completed. I pushed the image to docker hub and started
Jenkins dev CI run

If there are no issues I will continue tomorrow:
* commit the docker change
* propagate the patch to all branches and full testing for final review before
committing anything. I will leave the docker image change for circle ci in a
separate commit for clarity
