@DaanHoogland wanted to do that but config is used in UserVmManagerImpl
and
`plugins/hypervisors/vmware/src/main/java/com/cloud/hypervisor/vmware/manager/VmwareManagerImpl.java`
so not sure where to place the ConfigKey to access at both places
