   I'm using the official repo at download.cloudstack.org:
   ```
   root@node1:~# cat /etc/apt/sources.list.d/cloudstack.sources

   I just deleted the ssvm to see what would happen, it does show 4.22 in the 
UI, but its still using the 4.20.2 template as far as I can tell when 
inspecting it.

   Just to be 100% clear, I did NOT run the `cloud-install-sys-tmplt` until I 
saw the error in the UI saying the 4.22 template had failed.  Nor did I attempt 
any other method of initializing the system VM.
