## Description
Stop creating a zip of the debugger source
- Switch to using sbt Universal/stage instead of Universal/packageBin.
- This create the bin and lib folders/files inside of
debugger/target/jvm-*/universal/stage.
- These staged folders/files are copied to the root directory in a folder
following the same naming scheme as before.
Closes #1459
