Follow-up in [a1400b2d4b](https://github.com/apache/dolphinscheduler/commit/a1400b2d4bc9eeef0768c4afdbf6744e2e3e5656): failed/suspended recovery was using the parent's recorded task version but then recursively checking the current child definitions. An existing child can still be bound to an older version, so a later child-definition change could incorrectly block recovery. Recovery now retains the parent project's `EXECUTE` check, pinned parent task resources and original execution settings without consulting current child definitions. New starts, backfills, reruns and schedule management retain recursive child validation. Master recovery behavior is unchanged. Both recovery regressions reproduced before the fix. All 62 focused tests passed, including revoked parent permission/settings checks and existing rerun/schedule checks. Spotless, documentation image checks and `git diff --check` passed. Full API/Master integration/browser E2E suites were not rerun for this commit; new-head CI is not yet verified. -- This is an automated message from the Apache Git Service.
