Rebased onto the latest `branch-4.1` (`86eb9ca1ab0`) and resolved the shared Flight conversion conflict by retaining both UTF-8 validation and timestamp range validation before publishing a batch. The two follow-up regression-test commits are preserved. Validation: clang-format 16 and `git diff --check` passed. Recompiled the converter and both converter/timestamp test files against the existing ASAN BE libraries; all 53 tests in `ArrowFlightTimestampTest.*`, `ArrowBlockConvertorTest.*`, and `DataTypeSerDeArrowTest.*` passed.
