   I suggest "decommissioningMaxPercentInMaxSegmentsToMove", because there are 
two different maximums in play here:
    - The maximum percent: the specified percent is "maximum" because it 
doesn't need to be satisfied. E. g. if there are no decommissioning nodes the 
actual percentage will be zero.
    - The maximum segments to move.
