   This PR:
   - Adds a `/{id}/parseErrors` API to `SupervisorResource` which gathers parse 
exceptions from a supervisor's subtasks. The supervisor internally keeps track 
of a limited sorted list of parse exceptions (so that parse exceptions do not 
disappear from this API when tasks transition from one task duration period to 
the next). This list is limited to `taskCount` * `maxSavedParseExceptions` 
entries.
   - Adds a "time that exception occurred" timestamp to the parse exception 
messages for streaming ingestion parse exceptions. This is used for sorting in 
the supervisor's buffer of parse exceptions (by descending order, so most 
recent parse exceptions are retained), and so users know when the parse 
exception occurred. 
   
   This PR has:
   - [x] been self-reviewed.

   - [ ] added Javadocs for most classes and all non-trivial methods. Linked 
related entities via Javadoc links.
   - [ ] added or updated version, license, or notice information in

   - [x] added comments explaining the "why" and the intent of the code 
wherever would not be obvious for an unfamiliar reader.
   - [ ] added unit tests or modified existing tests to cover new code paths, 
ensuring the threshold for [code 
coverage](https://github.com/apache/druid/blob/master/dev/code-review/code-coverage.md)
 is met.
   - [ ] added integration tests.
   - [x] been tested in a test Druid cluster.
