Can you please update the Javadoc for this method? Also please mention both
the conditions separately and what they guardrail, for e.g. `currentTimeMillis
- recentFullyStartedWorkerTimeInMs.get() > maxTaskStartDelayMillis` ensures
that no new worker has been launched in the last maxTaskStartDelayMillis.
