Eclipse is part of the Eclipse Foundation. NetBeans is part of the Apache
Software Foundation.
These are two different foundations, with different licensing rules.
In Apache, GPL-based libraries are not acceptable. Libraries that are GPL-based
cannot be distributed from Apache.
