I'll volunteer to do 3 with some by taking the fossology report from 1 and 2 and use bash scripts to generate a report of files for others to look at. If we're ok with the list of files report from 3, I'll run the `licenseheaders.py` tool and generate a PR. I'm open to improvements on this. :)
