## Summary This puts an extra constraint when building the different NuttX libraries, so `libapps.a is always built at the end. This is required to support using external build systems in some apps, which can use a configure script to test for the existence of certain functions on the OS and adapt the code accordingly. Notably, it is required for the sibling PR for `apps/interpreters/jimtcl` in XXX. ## Impact No code changes so no functional changes are caused by this PR. It might have a small impact on build type in parallel builds, because `libapps.a` can no longer be built at the same time as the other libraries. ## Testing ``` $ tools/configure.sh nucleo-h563zi:nsh [...] $ make menuconfig Enable: Application Configuration -> Interpreters -> The Jim (TCL) Interpreter Enable: Build Setup -> Customize Header Files -> setjmp.h $ make ``` You will see the `jimtcl` build system (easily recognizable because it uses a different printout format to the NuttX build system) now runs at the end of the build process, when the system libraries have already been built.
