So we're not deprecating the `ClusterChangeHandler ` here. It seems to serve
a more general use case as you also pointed out. The current proposal is to
deprecating specifically the `_clusterConfigChangeHandlers` list in favor of
the `DefaultClusterConfigChangeHandler` instance that can maintain a list of
registrants within it. Note that both do essentially the same thing and that's
why I think we can consolidate.
