@Jackie-Jiang Thanks for the review. 14879355b7 addresses the P2: the latest-segment lookup now prefers the segment in the IdealState among same-sequence candidates, with a regression test covering both listing orders. It also adds the public-path and new-partition retry tests you suggested. Replies are inline, and the PR description is updated.
