As part of the deepstore by-passing [project](https://cwiki.apache.org/confluence/display/PINOT/By-passing+deep-store+requirement+for+Realtime+segment+completion), a Pinot server may pass a Peer segment location to Pinot controller (format like peer:///segment1). For such peer segment location, during the commit phase of the LLC protocol, we modify the controller behavior such that (1) controller does need to move segments during commitEnd() phase of split commit (2) controller will store an empty string '' in the zk. ## Upgrade Notes Does this PR prevent a zero down-time upgrade?
