In Pulsar, there's a custom solution to deal with relocating native Netty library files. There are scripts https://github.com/apache/pulsar/blob/master/src/rename-netty-native-libs.sh (bash) and https://github.com/apache/pulsar/blob/master/src/rename-netty-native-libs.cmd (powershell, when building on windows).
