Additionally, I'd point out that having very short observation periods is problematic because our current approach assumes that the weight is the same for all `ResourceUsage` observations. Shorter periods would therefore be given disproportionate weight, as the original issue demonstrated. The one downside to this implementation is that a long GC pause might make a period of high memory usage have a lower weight.
