### Problem `UserListToolHandler` — the `rmq.user.list` read tool — had **no test**. ### Change Add `UserListToolHandlerTest` with five tests: | Contract | Pinned behaviour | | --- | --- | | fetch scope | the users are listed **under the context's instance** | | field mapping | the numeric id as its **string form**, the username, the admin flag, and the clusters list verbatim | | null clusters | a user whose clusters list is null passes through as **null** — not defaulted to an empty list (the renderer omits the block); the test documents this as the current mapping contract rather than assuming a default | | empty list | an empty user list produces an empty output, never null | | identity | the tool name and input type round-trip | ### Verification - New tests: **5/5 green** against unmodified code. - Discriminating mutations (build result verified): the list routed without the instance id (**red**); the item mapping drops the clusters (**red**); the id stringification dropped (**red**). - Restored: 5/5 green.
