### What `ProxyConfigItem` — the read-only Proxy configuration/reachability snapshot (decision 15) — had no test. This adds `ProxyConfigItemTest` with 2 tests. ### What is pinned - the reachability snapshot maps through (addr, status, ports, both reachable flags); - **the `connections` and `version` fields stay absent (null)** until the future proxy read endpoint exists — surfacing them half-populated would read as a measurement that was never taken. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Discriminating mutation: the `grpcReachable` flag hardcoded to `false` (red). - Restored: 2/2 green.
