### Which Issue(s) This PR Fixes - Design discussion for #6953 ### Brief Description Document a proposed finalizer barrier for deleting active conversations. The current process-tree stop waits for the child, but cancellation does not join terminal database writes. The proposal explicitly covers admission races, never-started workers, bounded waits, crash/retry behavior and testable failure semantics. This is a design-only draft. It does not fix the race or promise a new deletion API. The deleting-state ownership and failure contract need maintainer agreement before runtime implementation. ### How Did You Test This Change? Cross-checked the current `AiConversationService.delete`, `AgentRunHandle.stop/awaitStop`, `AgentRunRegistry.stop` and `AiRunExecutor.finalizeRun` call paths at `c34535db0`. `git diff --check` passed.
