The backpressure PR also needs to be taken into consideration I rechecked this with STIP-23 in mind. For this PR, hash routing is limited to data rows. Barriers and schema changes are treated as control events, so they are flushed/broadcast instead of being routed by hash. I also updated the design notes to make this explicit.
