   ## Contribution Checklist
     - Make sure that the pull request corresponds to a [GITHUB
issue](https://github.com/apache/seatunnel/issues).
     - Name the pull request in the form "[Feature] [component] Title of the
pull request", where *Feature* can be replaced by `Hotfix`, `Bug`, etc.
     - Minor fixes should be named following this pattern: `[hotfix] [docs] Fix
typo in README.md doc`.

   ### Purpose of this pull request

   Fixes #10225.

   This adds append-only text tailing to the LocalFile source by extending the
existing continuous discovery path.

   - Emit only byte ranges ending at a complete row delimiter
   - Checkpoint the committed offset for each active file
   - Restore in-flight ranges and committed offsets without rereading completed
rows
   - Support `earliest` and `latest` start modes
   - Keep the existing binary update path and bounded LocalFile behavior
unchanged

   The first slice is limited to uncompressed append-only text files. In-place
edits are not tracked. If truncation is detected, the current file length
becomes the new baseline instead of replaying the remaining file.

   ### Does this PR introduce _any_ user-facing change?

   Yes. LocalFile sources using `file_format_type="text"`,
`discovery_mode="continuous"`, and `sync_mode="full"` can keep reading complete
rows appended after the job starts.

   The existing default `discovery_mode="once"` remains bounded and unchanged.

   ### How was this patch tested?

   Added regression coverage for complete and partial appended rows, duplicate
scan prevention, checkpoint restore, `earliest` and `latest` start modes,
header skipping, and explicit text split ranges.

   Verified with:

   ```shell
   ./mvnw -pl
seatunnel-connectors-v2/connector-file/connector-file-base,seatunnel-connectors-v2/connector-file/connector-file-local
 package
   ```

   The file-base module passed 252 tests and the LocalFile module passed 26
tests.
