@DanielLeens addressed the Windows identity failure and the carryover points Creation time is no longer used as a fallback because it cannot distinguish an atomic replacement on Windows. Local text tailing now requires a stable filesystem file key and fails during startup validation when it is unavailable I also narrowed the scan catches to file IO failures, consolidated the tailing predicate, documented the bounded content anchor, and added offset commit logging.
