As noted in the comment above, @zhang-arvin already has an open PR (#11848) referencing this issue, so we're holding off on assigning a second owner to avoid duplicate implementations. The most helpful next step would be to coordinate with @zhang-arvin on that PR, either by helping look into its failed build or by agreeing on a clearly non-overlapping follow-up slice.
