Added the platform guard in `029324e61`: nine cases assert the complete argument array, including Linux ARM64 staying on the bundled compiler, without changing System properties. The EN/ZH docs now explain mirror handling and download failures, and qualify the `arm64` alias rather than claiming it works end to end. After syncing dev, all 31 Protobuf tests passed on native Apple Silicon/JDK 17 and in a fresh, network-disabled Linux x86_64/JDK 17 container (535 tests including dependencies on each platform, no skips). Root formatting and verify passed too.
