Synced with the latest `dev` (886a3ac) in a merge commit that only resolves conflicts. #12899 and #12337 changed `SystemFunction` and `sql-functions.md` in the meantime: - `SystemFunction` merged without a conflict; this PR's diff against `dev` is still only the `HALF_UP` change and its comment. - `sql-functions.md` en/zh: kept #12899's new `BIGINT` range-check paragraph and placed this PR's `DECIMAL` rounding note after it. - `incompatible-changes.md` en/zh: kept both the new `dev` entry and this PR's entry. On JDK 17, `./mvnw -pl seatunnel-transforms-v2 test` passes: 1891 tests, 0 failures (18 skipped), `SystemFunctionTest` 31/31 and `SQLNumericComparisonTest` 360/360.
