Merged current `dev` (`5598ed7f`) and resolved the sole conflict in `BaseServlet` imports, preserving both this PR's `Charset` import and #12921's `URLDecoder`/`UnsupportedEncodingException` imports. Current head: `d7d9c790402920b2d85452114960811132883301`. The diff against dev remains the same seven charset implementation/test/E2E/documentation files. Fresh JDK 11 validation passed: the 40-module engine-server prerequisite reactor completed `spotless:apply install`, including 69 selected REST tests with zero failures, errors, or skips. This includes all 40 charset/config-shade cases, the 19 related REST cases, and the 10 upstream query-parameter/content-type cases from #12921. The PR diff against dev passes `git diff --check`. Integration execution and the UI build were skipped locally. The earlier green CI run belongs to the previous head, so it is not a pass claim for this merge commit.
