Opened #13122 for the approved FilterRowKind documentation rewrite. The PR changes only the EN/ZH FilterRowKind pages. It covers the complete option table, include/exclude constraints, per-table precedence and pass-through behavior, explicit versus omitted rule_match_mode, and three matching full examples in both languages. The existing factory/shared multi-table suites passed (32 tests), and an in-process check parsed all three examples, validated their factory rules and verified the documented output counts.
