Thanks @SEZ9 for confirming the same-head retry result and the agreed scope. My technical approval stands. Keep the two low-priority scheduler/test nits in the agreed follow-up #13052; no additional commit is needed here for them. The fork result and Apache required-check adoption are separate, and a write-capable maintainer still owns the effective approval and merge. This is an unchanged-head discussion reply, not another complete source review.
