0.0.0.0 is not a valid address on Windows. On linux if you `ping 0.0.0.0` it actually ends up pinging 127.0.0.1. I will try an example of using 127.0.0.1 and connecting from an external host. According to this https://en.wikipedia.org/wiki/Localhost 127.0.0.1 and localhost are the same.
