As @jtuyls suggested, we should install llvm 13 in https://github.com/apache/tvm/blob/main/docker/install/ubuntu1804_install_llvm.sh to avoid problem when TVM is built with rocm 4.3. @leandron So can you update `ubuntu1804_install_llvm.sh` as well?
