   @tqchen, this has now returned to the cyclic discussion seen both here and 
on the RFC, your reply suggests that it is not a hard requirement, yet you are 
continuing to block the work proceeding with insistence on the same outcomes 
which push towards the one you want (see 
https://github.com/apache/tvm/pull/13707#issuecomment-1424336022 for where I've 
summarised this previously).
