Thanks [~jingzhao] for your inputs. My understanding is that {{Legacy}} means
the coder is originated from the coder implemented in HDFS-RAID. In that sense
the coder is indeed "legacy" because HDFS-RAID is the first attempt to
introduce EC into HDFS. The version number is what we do now, i.e. RSRawDecoder
and RSRawDecoder2.
