Thanks Sean, that's the page I hadn't read yet :) I really wish the Licensing
HOWTO gave examples for how this applies to a typical Java project. It talks a
lot about source releases, which are the least common way for people to consume
our artifacts. For a long time we were also under the impression that we could
just provide the binary artifacts as a "convenience" while the source tarball
was the only "official" release artifact. Now we know that's definitely not
okay.
I'm going to fix up the patch based on my above comments. So far no one has
raised any objections on the dev list, so we'll have the "good faith" level of
compliance to unblock the releases. I'll also attempt the pom work for
generating specific L&Ns, but no promises.
