I got both my above patches in, thanks Steve for reviewing.
LEGAL-247 was resolved in favor of merging licenses, meaning we fortunately
won't need a zillion copies of BSD/ALv2/etc. I think the overall goal here is
to make our best effort at being honest about our dependencies. I surveyed a
few different Apache projects, and there's no one true style for LICENSE and
NOTICE.
[~ajisakaa] and [~xiaochen] generously volunteered to help with this. I created
a Google spreadsheet that we can use to hopefully auto-generate the
LICENSE/NOTICE files later on. Ping me if you want access to that.
Besides that, I could also use some help to figure out how to copy the LICENSE
and NOTICE into our JAR files. HBase does this (related JIRA HBASE-14085), so
we might be able to reuse their pom work.
