Another question: can we add another property {{fs.contract.test.enabled}}
(default true to be backwards compatible)?
It is awkward to use {{fs.contract.test.fs.%s}} being empty to decide whether
live/integration tests are enabled because 1) not clear, the property
essentially serves 2 purposes; 2) not easy to disable then re-enable.
