I understand the enable/disable thing. Essentially we have an implicit
enable/disable flag: if the path is there, they run.
regarding a global flag, no, -1 to that. I often run the AWS s3? tests with s3a
defined, s3n and s3 undefined. That way: less tests, faster failures.
Per filesystem? Possibly
