For {{BaseHttpFsWith}}, the MiniDFSCluster is started via its parent class
{{HTestCase}} and via the MethodRule {{TestHdfsHelper}}. This base class and
helper routines are shared by several other tests as well. So, didn't want to
change the base routine shared by many tests just for EC. Anyways, will post a
patch by extending BaseHttpFsWith for EC FileStatus case.
