* Yes, lets put it in the HA branch.
* I don't have specific changes in mind but I would like to connect this up to
DNS, ZK and IP based fail-over and see how
apis meet the needs. The branch is a good place to evolve it. Further as we
plug the NN rpc interface it will help us
validate the idempotent attributed added by this jira.
* A client fail-over will require testing in a realistic network. This can be
a part of the specific set of fail-over
over mechanisms we add in the HA branch.
