1. What was the FS playing up? HDFS?
2. Given chris's feedback, I think we need to leave things as is.
We have to consider exceptions to be part of that public API. Worse,
sometimes the text message is part of that API. Distcp is sometimes wrapped by
applications (hive,...) so they may be looking for the explicit exception type.
