### Description of PR
Addendum PR: Adds failIfNoSpecifiedTests as default to false, it is breaking
the shaded client build, and we are a multi module project, if you run say mvn
clean test -Dtest=TestDistributedFileSystem.java from hadoop root directory
this also fails.

Executed. locally

hadoop-client-modules/hadoop-client-check-invariants -pl
